President of Turkmenistan Attends the Ceremonies of the Opening of New Educational Institutions

Following the establish good tradition, the openings and laying the foundations of new educational institutions took place throughout the country to celebrate the Day of Knowledge and Student Youth and to mark the beginning of the new 2023–2024 academic year.

In a number of the solemn ceremonies, President Serdar Berdimuhamedov, under whose leadership the educational policy, at the forefront of which is the all-round concern for the younger generation – those who have to continue the great transformations of the period of the Revival of the New Era of the Powerful State, is being implemented, took part.

An unforgettable gift for the approaching 32nd anniversary of sacred independence of the Motherland is modern educational institutions in Arkadag City – Aba Annayev International Horse Breeding Academy, Berdimuhamed Annayev Pedagogical Secondary Vocational School, Sachly Dursunova Medical Secondary Vocational School, Sahy Jepbarov Specialised School of Arts and Shukur Bagshy Children’s School of Arts that began their “labour biography” on the first day of the golden autumn.

The grandiose new building complexes, built by domestic private enterprises on the eve of the significant date of the national calendar, that embody the creative spirit of the era of independence include the Academy of Civil Service under the President of Turkmenistan, built in Ashgabat.

In the capital and regions of the country, solemn ceremonies were held for the laying of modern complexes of buildings of three universities at once – the Turkmen State Institute of Architecture and Civil Engineering in Ashgabat, Seyitnazar Seydi Turkmen State Pedagogical Institute named after in the city of Turkmenabat, an additional educational building and other facilities on the territory of the State Energy Institute of Turkmenistan in the city Mary.

In his Address to schoolchildren, students, teachers and all education professionals of independent neutral Turkmenistan on the Day of Knowledge, President Serdar Berdimuhamedov emphasised the heights and great achievements depended on the potential of the well-educated generation, the wealth of their knowledge and creative inspiration.

In his book The Spiritual World of the Turkmen People, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov noted upbringing was the most valuable heritage, and education and science were the core of education, which brought a person to great heights.

Through all these years, modern schools and preschool institutions have been built in the cities and villages of the country, which are supplied with computers, the necessary equipment and textbooks, and advanced scientific achievements, interactive multimedia and digital technologies are actively introduced into the educational process. Every year, all first-graders of the country are presented with Bilimli computers, which is another manifestation of the government’s concern for the upbringing and harmonious development of the younger generation.

The task of training highly qualified personnel predetermined the establishment in the country of specialised secondary schools aimed at the in-depth study of chemistry, biology and other subjects. Taking into account the rapid dynamics of the development of international cooperation, the teaching of foreign languages to schoolchildren is being improved, and educational institutions with the in-depth study of English, French, German and Japanese are successfully operating.

In a word, the state provides young citizens of Turkmenistan with ample opportunities to develop intellectually and physically and to gain modern knowledge, which will allow them to make a worthy contribution to the prosperity and socioeconomic development of their beloved Motherland in the future.

…In the morning, President Serdar Berdimuhamedov arrived at the venue of the ground-breaking ceremony for the complex of buildings of the Turkmen State Institute of Architecture and Civil Engineering.

The construction of a new complex of buildings of the Turkmen State Institute of Architecture and Civil Engineering will significantly expand the use of the latest achievements of domestic and world science and information technologies in the training of young specialists and will intensify research activities.

…A festive atmosphere reigned at the venue of the festive event. Following the established good tradition, artists of the country performed for the participants of the ceremony.

The head of state went to a specially prepared podium.Addressing those present and all compatriots, President Serdar Berdimuhamedov noted that day was a historic day.

“The Day of Knowledge and Student Youth is one of the wonderful holidays that play a big role in the life of the independent and permanently neutral Motherland. On this day, we are laying the foundations of new buildings in our country and taking part in the opening ceremonies,” the President said.

“At all times, our people have regarded the construction of buildings, roads and bridges as a noble deed. This day has begun with such a good deed,” President Serdar Berdimuhamedov emphasised, noting that the foundations of three higher educational institutions are being laid simultaneously. One of them is the building complex of Seyitnazar Seydi Turkmen State Pedagogical Institute, designed for 5,000 students, in Turkmenabat, Lebap velayat.

“Another building complex, the foundation of which is being laid today, is an additional building of the State Energy Institute of Turkmenistan designed for 2,000 students in Mary, Mary Velayat,” President Serdar Berdimuhamedov continued.

The President noted large-scale work was being done to enhance the potential of Turkmenistan’s energy sector. The energy diplomacy of the country opens up wide opportunities for developing the region, ensuring the availability of energy for all peoples and introducing advanced scientific achievements into the sector.

The great undertakings being implemented to transit energy resources to world markets through diversification open up great opportunities to strengthen peace and friendship among different peoples.

“Time passes, new technologies are introduced. With the development of the electric power industry not only in our country, but all over the world, the demand for new specialities and professions is growing,” the Head of Turkmenistan said, noting in this regard the special significance of the construction of the new building complex of the State Energy Institute.

“Today, here we are laying the foundation for the new complex of buildings of the Turkmen State Institute of Architecture and Civil Engineering, where conditions will be created for the education of 5,000 students,” President Serdar Berdimuhamedov emphasised.

The President stressed that it was gratifying that Aba Annayev International Horse Breeding Academy was solemnly opening and receiving the first students on that day. This educational centre, built in the ancient homeland of Ahalteke horses, plays a great role in developing horse breeding.

It is also noteworthy that Berdimuhamed Annayev Pedagogical Secondary Vocational School, Sachly Dursunova Medical Secondary Vocational School and Sahy Jepbarov Specialised School of Arts started their work in Arkadag City on that day.

Along with this, the new building of the Academy of Civil Service under the President of Turkmenistan that offer all conditions conducive to receiving education has opened in the capital. A number of secondary schools and kindergartens have opened and put into operation in various regions of the country.

Congratulating the participants of the ceremony on the Day of Knowledge and Student Youth and on the beginning of the new academic year, President Serdar Berdimuhamedov wished everyone strong health, a prosperous life and every success in their work and study.

Further, the representatives of the younger generation addressed the President with a request to bless the laying of the foundation of the new complex of buildings of the Turkmen State Institute of Architecture and Civil Engineering, designed for 5,000 students, and to lay a capsule with a commemorative message on the occasion of the event into the foundation pit.

The President laid the capsule and threw the first shovel of concrete mixture into the foundation pit of the new facility, which vividly testified to the continuity of the age-old noble traditions of our people to bless good deeds and great undertakings.

The marathon of festive events continued in the city of Arkadag. As is known, this unique new city, the initiative of the foundation of which belongs to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty

Gurbanguly Berdimuhamedov, has been given a special legal status of a city of state importance on the legislative basis. The implementation of this megaproject is based on the smart city conception, which provides for the integration of advanced digital, information, communication and “green” technologies into all spheres of life.

Thus, the city at the picturesque foothills of the Kopetdag Mountains embodies the latest and most progressive thoughts in urban planning, engineering and artificial intellect. This is evidenced by the excellent educational facilities built there.

These include Aba Annayev International Horse Breeding Academy, established on the initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly

Berdimuhamedov. This institution of higher education occupies a magnificent building complex, comprising the main 9-storey building, two adjoining 4-storey buildings and other specialised buildings and facilities. The new higher educational institution received the first students on that day.

A festive atmosphere reigned there from early morning. Students stood in a “living corridor” on both sides of the road leading to the new higher educational institution. Boys and girls had the State Flags of Turkmenistan and flowers in their hands.

Those present greeted President Serdar Berdimuhamedov with great enthusiasm.

To the applause of the participants of the ceremony, the President of Turkmenistan cut the symbolic ribbon and entered the new building of the higher educational institution that would be a forge of highly qualified specialists for Turkmenistan’s horse breeding industry, the development of which is paid special attention to in our country.

The head of state visited a training room to inspect the conditions created for teaching the methods of horse training, horse raising, equestrian sports and horse riding to students of the Academy. Digital technologies and innovative equipment will help students acquire and improve professional skills.

Warmly greeting the President of Turkmenistan, a teacher of the Academy told him about the functions and technical characteristics of the Racewood equestrian simulator, produced by the British company Racewood. It operates on the basis of a special computer program and is designed for training in one of the Olympic disciplines – “Higher School of Riding”, practicing appropriate methods and techniques.

On behalf of the students, heartfelt gratitude was expressed to President Serdar Berdimuhamedov for providing excellent opportunities to hone their skills in the chosen professions, which is fully facilitated by equipping the Academy with innovative technologies.

When visiting one of the laboratories of the Academy – the laboratory of molecular genetics, President Serdar Berdimuhamedov asked the specialists about equipment and opportunities created for conducting research. At present, molecular genetics serves as the methodological basis for many branches of modern biology and is aimed at solving important problems in various areas of science. Today, the development of theoretical knowledge and practical skills in this area is of great importance for the horse breeding industry, primarily in the context of selection and breeding work.

There, a teacher told the President about the genetic testing method. To conduct such tests on Ahalteke horses, the laboratory is supplied with modern equipment, for example a Qubit-4 assay kit that allows accurately and quickly quantifying DNA. The study of the taken sample is carried out in three stages. The results of testing by a digital system are transferred to a computer.

Then the President of Turkmenistan proceeded to the conference hall, where the ceremony of awarding international certificates took place.

In a solemn atmosphere, the Permanent Coordinator of the United Nations in Turkmenistan Dmitry Shlapachenko awarded the certificates to the headmasters of secondary school 140 specialising in foreign languages in Ashgabat; a school specialising in exact and natural sciences under Oguz Khan University of Engineering and Technology; secondary school 19 in the Kaahka etrap, Ahal velayat; secondary school 21 specialising in natural sciences in Balkanabat, Balkan velayat; secondary school 26 specialising in the English language, chemistry and biology in Dashoguz, Dashoguz velayat; secondary school 30 specialising in foreign languages in Turkmenabat, Lebap velayat; and secondary school 24 for gifted children in Mary, Mary velayat.

International certificates were also awarded to Aba Annayev International Horse Breeding Academy.

To the applause of the audience, the EEA President Marina Sechina presented the Honorary Certificate of the Eurasian Equestrian Association (EEA) for the establishment in Turkmenistan of Aba Annayev International Horse Breeding Academy, the first international academy in the region training specialists in horse breeding and equestrian sports, to the Rector of the Academy.

The new institution of higher education received the Certificate of the Asian Equestrian Federation (AEF) as the first international academy of horse breeding and equestrian sports in the region, with the best capacities and advantages in training highly qualified specialists. The Secretary General of the Qatar Equestrian Federation, Sheikh Ahmad bin Nooh Al-Thani presented the certificate to the Rector of the Academy in a solemn atmosphere.

After the ceremony, the head of Turkmenistan left the conference hall.

The Academy also has its own museum that features a wide range of exhibits and thematic materials about the rich history of Ahalteke horse breeding.

There is an indoor arena (circus) for 315 spectators on the territory of the Academy. It is designed and equipped to host performances in national equestrian games and to hold training sessions in various equestrian sports. Students of the Academy have equestrian simulators and classrooms at their disposal.

It is noteworthy that Gerogly State Equestrian Circus was built in the city of Arkadag, and future graduates of the Academy will also be able to realise their abilities and acquired knowledge there.

Then the President visited the new building of Berdimuhamed Annayev Pedagogical Secondary Vocational School, where he was warmly greeted by numerous participants of the ceremony.

The school will train primary school teachers, who will teach mathematics, computer science, geography and the Russian and English languages to 5th- and 6th- graders, and kindergarten teachers, who will teach the English language.

In a solemn atmosphere, President Serdar Berdimuhamedov cut the symbolic ribbon and entered the building of the vocational school.

The President and numerous participants of the ceremony bowed low to the sculpture of Berdimuhamed Annayev installed in the foyer, paying tribute to the memory of the outstanding and respected person and a bright patriot.

The President began his visit to the vocational school from the museum located on the ground floor of the building.

Greeting the President, a teacher noted the museum dedicated to the prominent teacher Berdimuhamed Annayev comprises 4 sections. They provide valuable information – archival materials, copies of documents, videos and photographs, capturing the life of Berdimuhamed Annayev and Myalikguly Berdimuhamedov – the father of the National Leader of the Turkmen people, Chairman of Halk Maslahaty of Turkmenistan Hero Arkadag and a grandfather of President Serdar Berdimuhamedov.

The museum also exhibits valuable archival documents and photo documents about the development of education in Turkmenistan.

The teacher assured the President that they would continue to move along the path of the great mentor Berdimuhamed Annayev, whose life and work served as an example of patriotism and devotion to duty, would contribute to bringing up the younger generation and would spare no effort to fulfil the designated important tasks.

Then the President Serdar Berdimuhamedov visited a computer room.

Assuring that the schoolchildren would diligently acquire knowledge to become well-educated young people with a broad outlook and to work for the benefit of the Motherland and the future of the Turkmen people, the teacher and students wished the President strong health and every success in his work for the benefit of the country and people.

After that, President Serdar Berdimuhamedov visited a study room designed for the combined teaching of natural and exact sciences.

A teacher of the pedagogical secondary vocational school acquainted the President with the modern equipment installed there.

President Serdar Berdimuhamedov headed to the building of Sachly Dursunova Medical Secondary Vocational School, where he was greeted with great enthusiasm by numerous participants of the festive event.

In Turkmenistan, the concern for the health and wellbeing of the people has been brought up to a key priority of the society-centred policy based on the main principle “The state is for the people!”

That is why the main goals of large-scale reforms in the period of the Revival of the New Era of the Powerful State are to further develop and improve the sphere of domestic health care.

The crucial aspects of the ongoing work in this sphere include the training of highly qualified specialists, as illustrated by the opening of Sachly Dursunova Medical Secondary Vocational School that day.

To the thunderous applause of the ceremony participants, the President cut the symbolic ribbon and entered the building.

The Head of Turkmenistan visited a museum, where documentary materials about the difficult path of life and work and the prominent research activity of the famous medical scientist, laureate of a state awards, front-line soldier, military doctor Sachly Dursunova, whose name was given to the medical secondary vocational school, are collected.

Telling the President about the museum collection, a teacher noted that fact showed that the memory about the heroic Turkmen woman, who had devoted her life to serving her people and beloved Motherland, was imperishable; she would be remembered by the present and future generations.

Then the President went to a biology room to inspect the conditions created for conducting classes using an innovative method – with the help of an interactive whiteboard installed there.

Further, the President of Turkmenistan visited a simulation room, fitted with innovative equipment meeting international standards.

A teacher said the modern tools – mannequins, dummies and visual aids – would allow students to thoroughly acquire knowledge in their chosen professions and to hone practical skills.

Then the President proceeded to the capital city, where the festive events continued.

Another festive ceremony took place in Ashgabat – the opening of a new complex of buildings of the Academy of Civil Service under the President of Turkmenistan.

The car of the President arrived at the square in front of the new building complex of the Academy of Civil Service under the President of Turkmenistan. There, as elsewhere, a festive atmosphere and a high emotional mood reigned.

The participants of the ceremony greeted President Serdar Berdimuhamedov with great enthusiasm.

The artistic groups presented an inspired musical and choreographic performance.

To the applause of the audience, the President of Turkmenistan cut the festive ribbon – the new building complex was open!

The President entered the building to inspect the conditions created at the Academy having resources and equipment required to train senior managers and civil servants and to promote their professional development in compliance with modern requirements.

President Serdar Berdimuhamedov visited a computer room in the higher education institution to see its equipment and software.

Then President Serdar Berdimuhamedov visited one of the classrooms to see the devices and equipment used for delivering lectures.

During his acquaintance with the new building complex of the Academy, the President visited a hostel designed for 450 students and 50 young teachers and specialists and paid special attention to the development of premises and amenities created for residents.

In a word, the new complex of the Academy provides optimal conditions for the effective training of students, the fruitful work of teachers and their comfortable life, physical education and sports.

Head of State Serdar Berdimuhamedov entered the academic building, where the ceremony of awarding international certificates to the Academy of Civil Service under the President of Turkmenistan took place in the foyer.

The certificate of the University of Duisburg-Essen (Federal Republic of Germany) for the best architecture in a solemn atmosphere was presented to the rector of the Academy by the senior lecturer of this University, Mr Bernd Reinhold Rosin.

Then, the Adviser at the Fraunhofer Institute for Energy Economics and Energy System Technology (Germany), Professor Dr Harald Apel presented the Certificate of the Institute for the implementation of sustainable and advanced technologies to the Rector of the Academy to the applause of those present.

On the occasion of the significant event and the holiday celebrated that day, the heartfelt congratulations and wishes of strong health and new outstanding accomplishments in their noble activities were addressed to the President of Turkmenistan and the National Leader of the Turkmen people, Chairman of Halk Maslahaty of Turkmenistan.

In commemoration of the event, the President made an entry in the Book of Guests of Honour of the Academy of Civil Service under the President of Turkmenistan.

After completing the visit to the new building complex of the Academy of Civil Service under the President of Turkmenistan, the Head of Turkmenistan presented the keys to new cars, donated to this higher educational institution, to the Rector of the Academy.

After biding a warm farewell and wishing wellbeing and every success to the participants of the festive event, President Serdar Berdimuhamedov left the venue.

Thus, the celebrations of the Day of Knowledge and Student Youth marked another bright chapter in the glorious chronicles of the independent and neutral Motherland and a tangible result of the far-sighted state policy implemented by President

Serdar Berdimuhamedov in the period of the Revival of the New Era of the Powerful State, the invariable priority of which is the concern for the wellbeing of the younger generation.
