Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, the agenda of which included a number of issues of state life.

Deputy-Chairman of the Cabinet Kh.Geldimyradov, who reported on practical steps taken to fulfil the instructions of the head of Turkmenistan concerning regulation of virtual assets and legalisations of mining-technologies, was the first to take the floor. 

As he reported, the bill «On virtual assets», aimed at regulation of the relations arising in this area was in this connection developed.

The bill stipulated the general and final provisions, norms of state regulation and organization of activity in the given sphere, mining, emission and public placement of virtual assets, suppliers of their services. Adoption of the legal act will promote attraction of investments, development of initiatives in the field of financial technologies, stimulation of enterprise activity in the sphere of digital services.

In this regard, for consideration of the head of Turkmenistan a relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov pointed the importance of legal regulation of the turn of virtual assets in the epoch of prompt development of digital technologies and digital economy and instructed the Deputy-Chairman of the Cabinet to carry out corresponding work together with the Mejlis on the bill of the law of Turkmenistan «On virtual assets».

Deputy-Chairman of the Cabinet B.Amanov reported on the activity of «Türkmengeologiýa» State Corporation to discover deposits of oil and natural gas. 

As he informed, at present, in the western and southern regions of the country by means of powerful machinery and seismic equipment, software systems exploration of oil fields and natural gas is carried out. Successful fulfilment of these activities will allow increasing volumes of extraction of hydrocarbon resources.

Summing up the report, the President of Turkmenistan noted that in our country the great attention is given to qualitative and effective exploration and prospecting activity, discovery of underground deposits of oil and natural gas regularly.

In this connection, the head of the state instructed «Türkmengeologiýa» State Corporation to carry out in the long-term proper exploration of hydrocarbon resources.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural complex and rates of seasonal work in velayats of the country.

As he reported, at present, inter-row cultivation, top dressing with mineral fertilizers, vegetative watering are carried out in cotton fields.  

All round preparation for well-organised conduction of the grain-harvesting season and gathering of the grain harvest properly and lost-free is also conducted.

Besides it, for increase in the yield of potato and vegetables and gourds, supply of the population with these crops in necessary volumes, due care of spring crops is provided in agricultural fields according to agro-technical standards. 

Besides it, gathering of cocoons of silkworm proceeds. Within the seasonal agricultural campaigns in Dashoguz velayat rice sowing is carried out.  

Summing up the report, President Serdar Berdimuhamedov marked that issues of complex development of the agricultural branch and the further strengthening of its material and technical basis should be in the centre of constant attention. In velayats according to agro-technical standards it is necessary to continue care of cotton and properly prepare for the grain-harvesting season, the head of the state underlined, having given the Deputy-Chairman of the Cabinet a number of concrete instructions.

Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation carried out according to the relevant Resolution of the President of Turkmenistan for the international exhibition-fair «Turkmentextile Expo-2025» which will be held on June 11-13 of the current year.

As he informed, in the given action participation of enterprises of textile industry, members of the Union of Industrialists and Entrepreneurs who are engaged in this area as well as foreign companies is expected.

The fashion show of local and foreign designers, master classes devoted to ancient textile methods of Central Asia and modern technologies that will provide an opportunity to acquaintance with reached boundaries in textile industry, establishment and development of mutually beneficial cooperation, exchange of the best practices are also planned.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, the President of Turkmenistan underlined that qualitative textile production made in the country is in great demand in the world market. At the same time, conditions for effective work on introduction of the advanced and high-efficiency equipment at in operating enterprises of the sector are created.

In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to prepare and hold at due level the international exhibition-fair «Turkmentextile Expo-2025», which will take place in the capital.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on the program of basic events planned for June of this year.

As she reported, on the occasion of International Day for Protection of Children, World Bicycle Day, World Environment Day, Day of Science, and Day of workers of art and culture as well as poetry of Magtymguly Fragi it is planned to organise various celebrations and sports competitions. Along with it , results of  creative competitions declared earlier will be summed up.

Besides it, final rounds of the competition «Çalsana, bagşy!», held among dutar players and musicians-bagshy will be held in Dashoguz, Lebap and Mary velayats.

Among the basic events is also the international dance and folklore festival «Avaza – the land of friendship» on June 2-7 of the current year in Avaza national tourist zone; celebrations on the occasion of the closing ceremony of the Year of culture of Turkmenistan in the People’s Republic of China - on June 6; cultural actions within the Week of culture - on June 22-27 in Akhal velayat.

At the same time, on June 27 in honour of Day of Poetry of Magtymguly Fragi in the cultural-park complex «Magtymguly Pyragy» a flower laying ceremony will be held at the monument to the great poet and thinker.

On the occasion of the 2nd anniversary of the opening of Arkadag city on June 29 of this year song and music events are planned.

Summing up the report, President Serdar Berdimuhamedov focused attention on importance of appropriate preparation for events, which will be held in June in honour of holidays marked in the country.

The head of the state instructed the Deputy-Chairwoman of the Cabinet to prepare and hold properly at high level the events timed to International Day for Protection of Children, World Bicycle Day, World Environment Day, Day of Science, Day of workers of art and culture and poetry of Magtymguly Fragi. 

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for physical, sports, and health improving events, which will be organised on the occasion of World Bicycle Day.

As she informed, on June 3 in the capital mass bicycle riding is planned. From May 30 to June 3 in velayats, Ashgabat and Arkadag cities bicycle races, sports competitions, scientific-practical conferences, agitation -educational and other actions are planned.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted the importance of thorough preparation for solemn celebration of World Bicycle Day in the country. Having underlined necessity of appropriate preparation and due conduction of the physical culture and sports actions in the capital, Arkadag city and velayats, the head of the state gave the Deputy-Chairwoman of the Cabinet a number of instructions to that end.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the 18th meeting of the Intergovernmental Turkmen-Iranian commission on economic cooperation.

As he marked, one of the priority vectors of the foreign policy of our fatherland is development and strengthening of friendship and mutually beneficial partnership with countries-neighbours, which also includes the Islamic Republic of Iran. With these purposes on the instructions of the head of the state, the delegation of Turkmenistan made a working visit to Teheran on May 19-20 of this year. On the sidelines of the visit the next meeting of the above-named commission, the agenda of which included issues of activization of bilateral cooperation in the trade and economic sphere and cultural-humanitarian area took place. By its results, corresponding decisions were made.

So, prospectus of interaction in the gas sector, in particular, concerning direct delivery of  Turkmen «blue fuel» to Iran, its transit through the Iranian territory  to third countries, including under scheme SWAP were considered.

Possibilities of expansion of interstate partnership in the electric power industry branch became a subject of interested discussion as well. In the given context, issues of realisation of the project of Turkmen site of the Mary-Mashhad power line, further supply of the Turkmen electric power to Iran were considered.

During the meeting, the attention was also paid to key aspects of cooperation in the transport sector, including the project of the highway of Gumdag - Etrek - border of Iran with a length of 242 kilometres. Along with it, the corresponding agreement was reached concerning increase in transport and cargo streams between two countries.

An emphasis was also made on prospects of intensification of partnership in the area of trade and business structures. In particular, the agreement on preparation of the work plan for 2026-2028 for the purpose of activization of trade and economic relations and further increase of volumes of goods turnover was reached.

In the given context, issues of creation of frontier trading zones were discussed. It was noted that in the given area, conduction of joint exhibitions, business forums, other actions, and development of road maps and creation of the Turkmen-Iranian Business council are urged to promote stimulation of productive contacts.

Besides it, the agenda of the meeting also included issues of mutual relations in the field of water management, in particular, preservation and rational use of water resources.

The separate attention was given to the topic of further strengthening of traditional cultural-humanitarian links. Thus, an emphasis was made on organisation of Days of culture, creative exhibitions and festivals in both countries, consolidation of contacts in education spheres and sciences, public health services, sports and tourism and interaction within the UNESCO.

Following the results of the 18th meeting of the Intergovernmental Turkmen-Iranian commission on economic cooperation the corresponding Protocol was signed.

On the margins of the working visit of the delegation of Turkmenistan to the neighbouring country, the meeting with Supreme Spiritual Leader of Iran Ayatollah Ali Khamenei took place.

At the meeting held with the head of the Islamic Republic of Iran Masoud Pezeshkian key issues of interstate relations, actual aspects of the regional and global agenda were discussed. The President of Iran confirmed his participation at the invitation of the National Leader of the Turkmen people Hero-Arkadag in the International forum devoted to the International year of peace and trust and the 30th anniversary of neutrality of Turkmenistan, which will take place in Ashgabat on December 12 of the current year.

At the meeting, necessity of continuation of joint work in strategic areas of bilateral partnership was marked. The head of the neighbouring state confirmed readiness of the Iranian party for realisation of the planned actions, projects and agreements reached before in these spheres.

Besides it, within the working visit of the delegation of Turkmenistan meetings with Co-Chairman of the Intergovernmental Turkmen-Iranian commission on economic cooperation, Minister of Roads and Urban Development of IRI Farzaneh Sadegh Malvajerd, Minister of Energy Abbas Aliabadi, Minister of Oil Mohsen Paknejad, Minister of Foreign Affairs Seyyed Abbas Araghchi took place.

Summing up the report, President Serdar Berdimuhamedov noted that the Islamic Republic of Iran - the neighbouring state with which Turkmenistan carries out close interaction. In realisation of the agreements reached between two countries a key role is given to the joint Intergovernmental Turkmen-Iranian commission on economic cooperation, the head of the state said and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on development of relations with IRI and  to strengthening trade and economic partnership.

Director General of the Transport and Communications Agency under the cabinet of Ministers M.Chakyev reported on the activity carried out to further develop the sphere of national civil aircraft.

As he reported, in the country necessary work is carried out for all-round perfection of transport sector. Thus, a special significance is attached to modernisation and maintenance of structures of civil aircraft with the modern equipment that creates favourable possibilities for activization of transport-transit corridors of Turkmenistan located at the crossroad of trading-transport routes of Europe and Asia.

In this connection, the head of Agency submitted a proposal for consideration of the President of the country for advancement of the work carried out in this area.

Having heard the report, the head of the state stated a great importance given to creation of modern conditions at international airports, maintenance of aviation security corresponding to international requirements. Having approved the proposal on fulfilment of flight tests at international airports of the country, the President of Turkmenistan instructed the head of Agency to carry out appropriate work.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that on May 25, the country will widely mark Day of Ashgabat city, the holiday of the Turkmen carpet and the «Last bell» ceremony.

During the Era of Revival of the new epoch of the powerful state in the capital all conditions are created for life, work and cultural leisure. It has become a noble tradition to hold the international universal exhibition «White city Ashgabat», the head of Turkmenistan said.

In the country, the special attention is also given to development of carpet making art. In the magnificent Turkmen carpets created throughout centuries, woven by our grandmothers and mothers, one can see the glorious history and wisdom of our people.

In this connection, President Serdar Berdimuhamedov expressed firm confidence that the holding of the exhibition of carpets and carpet production and forum on the occasion of the holiday of the Turkmen carpet will be of great importance in popularisation of national carpet making art in the world.

- We at the state level will pay henceforth huge attention to development of our wonderful capital - Ashgabat and perfection of carpet making art, - the head of the state noted.

Taking an opportunity, President Serdar Berdimuhamedov warmly congratulated members of the Cabinet and all Turkmen people with Ashgabat City Day, the holiday of the Turkmen carpet, and also school leavers with «Last bell» ceremony.

Participants of the meeting warmly congratulated the President of the country and Hero-Arkadag with these significant dates.
