The visit, whose programme included a number of important meetings both at the bilateral level and within the format of the heads of delegations of the Central Asian states and the Federal Republic of Germany, became another significant step in building up interstate relations and bringing the Turkmen-German cooperation to new milestones meeting its solid potential.
At the same time, the organisation of the high-level multilateral event with the participation of the top leadership of Germany is a vivid confirmation of the demonstrated interest of this European state in strengthening effective cooperation with Turkmenistan, which has gained a reputation on the international arena as a stable and reliable partner, and with the countries of Central Asia.
...In the morning, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty proceeded to the residence of the Federal President of the Federal Republic of Germany to participate in the meeting of the heads of delegations of the states of Central Asia and the Federal Republic of Germany.
At the main entrance of the Bellevue Palace, the Hero-Arkadag was warmly greeted by the Head of the Federal Republic of Germany Frank-Walter Steinmeier.
Then Arkadag Gurbanguly Berdimuhamedov left a memorable entry in the Book of Honorary Guests.
Next, a joint photograph of the National Leader of the Turkmen people and the Federal President of Germany was taken.
After the traditional ceremony of photographing against the background of the State Flags of the states participating in the Central Asia + Germany meeting, the heads of delegations of the Central Asian countries were invited to the Langhanssaal Hall.
The event, held in the format of a business breakfast, which, as is known, is a widespread form of negotiations in the world, and chaired by the Federal President of the Federal Republic of Germany, was also attended by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the President of the Kyrgyz Republic Sadyr Japarov, the President of the Republic of Tajikistan Emomali Rahmon and the President of the Republic of Uzbekistan Shavkat Mirziyoyev.
After declaring the event open, the Head of Germany Frank-Walter Steinmeier noted the importance of interaction within the Central Asia + Germany format, the potential of which could be effectively used in the context of maintaining regional peace and stability, and the successful integration of Central Asia into modern world processes.
Then the Federal President gave the floor to the meeting participants.
At the beginning of his speech, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov warmly greeted the heads of delegations of the Central Asian countries and expressed gratitude to the Head of the Federal Republic of Germany Frank-Walter Steinmeier for organising such a significant event intended to make an important contribution to the expansion of mutually beneficial partnerships between the states of Central Asia and Germany.
As it was noted, Turkmenistan welcomed an initiative to create a new multilateral format and was ready to expand partnerships in all areas of common interest.
Today, the countries of Central Asia intend to further develop interaction aimed at creating conditions in the region to ensure the wellbeing of the peoples of our countries. In this context, it was emphasised that among modern problems, issues of security, socioeconomic development, ecology and the humanisation of international relations were the most pressing.
Speaking about security, the Hero-Arkadag stressed Turkmenistan considered that comprehensive category in the context of its integrity.
In our deep conviction, the United Nations should remain the mechanism for ensuring security on a global scale, the National Leader of the Turkmen people said, noting that, based on that, at the 78th session of the UN General Assembly, our country had brought forward an initiative to develop a Global Security Strategy based on UN norms and principles. In this regard, it was stated that it was important to pay special attention to the principle of preventiveness as the most significant component of preventing conflict situations at the earliest stages of their occurrence.
Another component of the security formula could be the use of the potential of neutrality, which includes elements of responsible deterrence and active peacekeeping activities.
Touching upon the issue of economic development, the Hero-Arkadag, first of all, noted the global interconnectedness of that process. Today, the system of world economic relations implies not only the integration of the economies of different countries, but also the coherence of the work of many of its components.
Among them were traditional spheres, energy, transport and the financial sector, and new modern segments of the economy, such as digitalisation, artificial intelligence and “green” technologies.
In the spheres of energy and transport, Turkmenistan was promoting on the international arena initiatives related to the reliable transit of energy resources and the creation of new transport corridors, the National Leader of the Turkmen people continued, and, taking this opportunity, expressed gratitude to Germany for co-authoring the resolutions of the UN General Assembly in those areas proposed by the Turkmen party.
Speaking about the prospects of cooperation in the trade and economic sphere between the countries of Central Asia and Germany, Arkadag Gurbanguly Berdimuhamedov noted with satisfaction the presence of the powerful potential of national economies and the demand for the significant industrial, technological and investment capabilities of Germany in the Central Asian region, rich in natural and human resources.
The energy sector, logistics, industry, infrastructure, agriculture and water management, the private sector, “green” economy and others were identified as promising areas of joint activities.
Noting the interest of our country at the current stage of the transformation of the global energy market and world transport routes in participating in new configurations of partnerships along the Europe–Asia vector, the National Leader of the Turkmen people emphasised that such an approach was largely consistent with the EU Strategy for Central Asia and with the Europe’s Global Gateway Plan until 2027, initiated by the Team Europe.
Particular emphasis was placed on energy issues. Having enormous resources of natural gas, Turkmenistan is pursuing a policy of diversifying supply routes to international markets for this type of energy carrier, which is today in demand in the world as a fuel with a limited carbon footprint. In this context, the importance of implementing gas supply projects in the European direction was noted.
Regarding the transport topic, the Hero-Arkadag confirmed our readiness to actively develop logistics routes along the Central Asia–Europe route, focusing on the prospects of the Caspian Sea–Black Sea transport and transit corridor with the further use of the potential of the Danube River.
Ecology was identified as one of the important vectors of cooperation. Here, the guideline for interaction is the Green Central Asia Initiative, based on the German approach to adapting to climate change.
The spheres of education and culture take a significant place in the partnerships of the countries participating in the Meeting; there are great prospects of joint work in the context of the fruitful activities in the region of such German programmes as the Goethe-Institut, DAAD, PAD and PASCH. Taking into account the great interest in studying the German language in Turkmenistan, the Chairman of the Halk Maslahaty expressed our readiness to further develop cooperation in this direction.
Placing special emphasis on the importance of intensifying cultural exchanges between the peoples of Central Asia and Germany, the National Leader of the Turkmen people noted with satisfaction the successful experience of holding an archaeological exhibition, devoted to one of the cradles of world civilisation – ancient Margiana, which had been visited by about 430 thousand people in the cities of Germany. In this regard, it was proposed to consider the possibility of holding the second cycle of this exhibition and displaying artefacts of the Parthian kingdom.
In conclusion, Hero-Arkadag Gurbanguly Berdimuhamedov once again expressed gratitude to the German party for organising the visit, confirming Turkmenistan’s interest in building up multifaceted cooperation.
Then the heads of the delegations of the Central Asian states and Germany exchanged views on the conceptual issues of multilateral trade and economic contacts and the expansion of a dialogue in the humanitarian sphere. In the mutual opinion of those present, our countries have all the prerequisites for intensifying effective cooperation, and the results of the high-level event and the promising directions for further interaction in the Central Asia + Germany format, identified during it, will give new incentives to productive partnerships aimed at concrete results.
At the end of the meeting, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty headed to the Adlon Kempinski Berlin Hotel.
At the front entrance of the Hotel, Hero-Arkadag Gurbanguly Berdimuhamedov was warmly greeted by the Chairwoman of the Eastern Committee of the German Economy, the Chairwoman of the Supervisory Board and the Shareholders’ Committee of the CLAAS KGaA mbH Company Ms Cathrina Claas-Mühlhäuser and was invited to go to the hall Palaissaal, where a meeting of the heads of delegations of Central Asian states on the topic “Joint formation of a strategic future – the strengthening of economic cooperation between Central Asia and Germany” took place.
The business event, chaired by Ms Cathrina Claas-Mühlhäuser, was also attended by the leaders of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The German party was represented by the State Secretary at the Federal Ministry of Economic Affairs and Climate Action Udo Philipp, the Federal Minister for Special Tasks, Head of the Federal Chancellery of Germany Wolfgang Schmidt, heads of the companies Linde GmbH, GP Günter Papenburg AG, Knauf, Ernst Klett AG, DB Engineering and Consulting and BayWa AG.
Opening the meeting, the Chairwoman of the Eastern Committee of the German Economy, Chairwoman of the Supervisory Board and the Shareholders’ Committee of CLAAS KGaA mbH expressed gratitude to the heads of delegations of the Central Asian countries for accepting the invitation to participate in the event.
Noting the historical significance of the first representative summit in the capital of Germany, Ms. Cathrina Claas-Mühlhäuser emphasised the exchange of views on the agenda, in particular on the investment attractiveness of the Central Asian states and the creation of conditions for effective economic activities of German companies in the region, would allow to outline specific mechanisms for increasing productive interaction and to discuss the possibilities of implementing new projects in the strategically important sectors of the national economies of the participating countries of the Central Asia + Germany format.
Welcoming the distinguished guests, the State Secretary of the Federal Ministry of Economy and Climate Action Udo Philipp said Germany attached great importance to deepening fruitful relations with the countries of Central Asia, located at the strategically important intersection of two continents and making a significant contribution to global development processes.
As it was stressed, great prospects were opening up in such areas as energy, investments, trade, the establishment of joint ventures and the creation of new jobs. Along with this, the German partners expressed their desire to take part in the implementation of projects in the transport and logistics sector, agriculture, advanced technologies and renewable energy sources.
Expanding cooperation in the field of education, in particular, in the in-depth study of the German language in Central Asian countries, would contribute in the future to strengthening traditional cultural, humanitarian and business ties, Udo Philipp emphasised, expressing confidence in the further strengthening of the six-party cooperation.
Then the floor was given to the heads of delegations of the Central Asian states.
After greeting those gathered, the National Leader of the Turkmen people, first of all, expressed gratitude to the leadership of the Eastern Committee of the German Economy for the initiative to hold the meeting and the invitation to take part in it.
That platform would give a powerful impetus to the formation of a new level of economic cooperation between Central Asia and Germany, Hero-Arkadag Gurbanguly Berdimuhamedov expressed confidence, noting that our region was attracting growing attention from foreign companies. This is due to the presence of huge reserves of natural resources and a great human potential.
The strategically important geographical position of Central Asia, covering an area of about 4 million square kilometres, makes it possible to talk about the prospects of creating a transport and logistics hub of continental importance here and about the opportunity to make a significant contribution to solving the global food problem.
Speaking about the economic potential of Turkmenistan, the Chairman of the Halk Maslahaty cited some macroeconomic indicators. Thus, currently about 200 facilities with a total cost of almost 10 billion US dollars are being built in the country. Turkmenistan’s GDP growth for 8 months of 2023 amounted to 6.2 per cent. The annual investments in our economy are equal to 18-19 per cent of our GDP. At the same time, the share of foreign investments is up to 12 per cent of their total volume.
The course towards industrial and innovative growth is ensured by redirecting over 60 per cent of the total volume of investments into the production sector, which makes it possible to change the entire structure of the domestic industry and to accelerate the development of import-substituting and export-oriented sectors. At the same time, in recent years, a number of investment projects have been implemented in the gas chemical sector of the economy, in particular, new plants for the production of ammonia, carbamide, polypropylene, polyethylene and synthetic gasoline have been built.
Continuing his speech, Hero-Arkadag Gurbanguly Berdimuhamedov briefly outlined the key areas of cooperation between Turkmenistan and Germany.
Energy, in which the gas and electric power industries occupy priority positions, was named among the important spheres of cooperation. The emphasis here is on increasing gas production capacity and expanding a multi-variant gas transportation infrastructure to ensure supplies of Turkmen natural gas to world markets.
It should be especially noted that the European vector has been and remains on the agenda of international energy cooperation of Turkmenistan. In this context, Turkmenistan’s firm position on gas supplies to Europe through the construction of the Trans-Caspian gas pipeline was confirmed.
The National Leader of the Turkmen people said we were known to have done much for that in the last 15 years, building a systemic partnership with the European Union, and were ready to resume active contacts with the relevant structures of the European Commission, individual European states and companies in the context of the implementation of large international energy projects.
Taking this opportunity, Arkadag Gurbanguly Berdimuhamedov also invited German business to consider the possibility of working in the electric power industry. In this regard, the construction and modernisation of power plants, the development of a network of power transmission lines and other projects were identified as the spheres of joint efforts.
At the same time, Turkmenistan pays great attention to the development of such areas as renewable energy sources. Understanding that “green” energy is the energy of the future, our country is taking practical actions at the national level, aimed at promoting projects in the field of solar and wind energy.
As it was noted, special importance was attached to increasing international cooperation in the field of hydrogen energy.
A pressing topic was interaction with foreign companies and international structures in matters of reducing methane emissions into the atmosphere and utilising associated gas at hydrocarbon deposits, the Chairman of the Halk Maslahaty emphasised, expressing confidence that the knowledge and best practices possessed by German companies in the above areas would be in demand in Turkmenistan.
Transport and communications have been identified as key spheres of cooperation. In this context, the National Leader of the Turkmen people noted with satisfaction that over the course of a number of years, projects to expand the services of the cellular network, satellite systems and maritime transport had been successfully implemented with the participation of German companies and expressed readiness for a substantive discussion with business partners from Germany on the development of railway transport, shipbuilding equipment, the effective use of transport and logistics capabilities of the Turkmenbashi International Seaport and the opening of new forms of interaction in the field of telecommunications.
Along with this, an invitation was announced for German business circles to participate in projects to digitalise the economy of Turkmenistan.
The financial and banking sector is intended to become the leading direction of the Turkmen-German cooperation. The developing banking system of Turkmenistan is an important part of the country’s financial sector, and it is of great importance in general in the Central Asian region. At the same time, much attention was paid to establishing and strengthening relations with foreign credit institutions, the Hero-Arkadag continued, inviting German banks, export credit structures and insurance organisations to actively develop direct ties with state and commercial banks of our country.
The lack of water resources is known to be a serious problem in many regions of the world today, which is primarily due to global climate change and large-scale and sometimes uncontrolled economic activities of economic entities of individual states. It was noted that Turkmenistan, as a party to the UN Framework Convention on Climate Change, the Paris Agreement and other multilateral instruments in the field of environment protection, was firmly committed to fulfilling its international environmental obligations.
In particular, our country is taking practical steps aimed at preserving and rationally using water resources. We saw the implementation of those measures in close cooperation with international organisations and foreign states, the National Leader of the Turkmen people said, inviting German companies to consider the issues of the implementation of various projects in the water sector of Turkmenistan, first of all, the megaproject – a comprehensive modernisation of the operational infrastructure of the Karakum River.
Along with this, the existing positive experience of cooperation with German companies in the field of supply of agricultural machinery and equipment to our country was noted.
Speaking about the social orientation of the Turkmen economy, Hero-Arkadag Gurbanguly Berdimuhamedov stressed great attention was paid to medicine and health care. Over the past 25 years, dozens of medical institutions, fitted with modern medical equipment and advanced technologies, have been built in Turkmenistan, and thousands of highly qualified specialists have been trained. And in that matter, we were using the rich experience of our partners from Germany, the Chairman of the Halk Maslahaty stated with satisfaction, and, taking this opportunity, expressed gratitude to the German party for many years of cooperation in the field of health care and the medical industry.
At the same time, the readiness to strengthen effective interaction with German companies in the production of medical equipment, the pharmaceutical industry, the development and application of telemedicine methods and the use of the experience of German specialists in such areas as the prevention, diagnosis and therapy of various diseases was confirmed.
On June 29 of the current year, the opening of the new city of Arkadag took place in Turkmenistan. The construction of the second stage of the city, one of the important components of which should be an industrial cluster, has begun. Taking into account the “green” content, it is planned to build a number of enterprises in its industrial zone, focused on the manufacture of certain types of products of the medical and pharmaceutical industries and baby food. In this context, interested German companies were invited to participate in the formation of this cluster.
“I outlined only a few priority areas for the development of interstate cooperation,” the Hero-Arkadag said, emphasising that the Turkmen party relied on the strong support and active participation in this activity of the Eastern Committee of the German Economy and its members.
In conclusion, the Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, on behalf of the Turkmen delegation, expressed gratitude to all participants of the Meeting for their interest in the issues of further strengthening and developing productive business ties between Turkmenistan and Germany in the Central Asia + Germany format. The Hero-Arkadag also thanked the Chairwoman of the Eastern Committee of the German Economy, the Chairwoman of the Supervisory Board and the Shareholders’ Committee of CLAAS KGaA mbH, Ms Cathrina Claas-Mühlhäuser for organising such a representative business event.
It should be noted that the strategic interests of leading German investors in the countries of Central Asia are determined by significant volumes of natural resources, their export and transit potential and an actively developing market. Today, this region has every opportunity to expand trade and economic ties. This factor was reflected in the speeches of the heads of leading German holdings Linde GmbH, GP Günter Papenburg AG, Knauf, Ernst Klett AG, DB Engineering and Consulting and BayWa AG.
Briefly introducing the activities of the represented business structures, the company managers noted their readiness to expand their presence in the promising markets of Central Asian countries, having a favourable geographical position and an enormous economic potential. In particular, the representatives of the German companies shared their successful experience of investing in the economies of various countries and presented plans for interaction in the chemical industry, transport sector, construction, the production of building materials, education, the agroindustrial complex and the fuel and energy complex.
The Federal Minister for Special Tasks, Head of the Federal Chancellery of Germany Wolfgang Schmidt noted in his speech that relations between Germany and the countries of Central Asia were reaching a qualitatively new level, filled with more specific content. The high-level meeting is a good opportunity to exchange views on a wide range of issues of the six-party cooperation and to identify new points for further joint actions.
Wolfgang Schmidt expressed confidence that the constructive proposals, expressed by the heads of delegations of the Central Asian states, opened up new opportunities for expanding mutually beneficial partnerships in the areas of investments, trade, production, agriculture and energy, including renewable energy sources.
Particular emphasis was placed on the importance of combining efforts in such topical areas as ecology, the formation of a modern transport and transit infrastructure, the introduction of innovations, training of personnel in in-demand specialities and others.
Summing up the results of the Meeting, those present expressed their firm conviction in the development of a productive dialogue in the new format of cooperation Central Asia + Germany, fully meeting the state interests and priorities of the socioeconomic development of the friendly countries.
Then the participants of the Meeting took a joint photograph.
In the afternoon, the motorcade of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty headed to the Office of the Federal Chancellor of Germany to participate in the meeting of the heads of delegations of the Central Asian states with the Head of the Government of the Federal Republic of Germany Olaf Scholz.
The event, held in the format of a business lunch, was also attended by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the President of the Kyrgyz Republic Sadyr Japarov, the President of the Republic of Tajikistan Emomali Rahmon and the President of the Republic of Uzbekistan Shavkat Mirziyoyev.
After welcoming the distinguished guests, the Federal Chancellor of Germany said the first meeting of that level was a good platform for discussing the priority issues of the six-party cooperation with a long-term prospect and in the interests of the countries of Central Asia and Germany. In this regard, with stating the presence of a wide potential, Olaf Scholz confirmed his country’s readiness to deepen strategic partnerships with Central Asian states in the entire range of areas.
The main goal of that day’s meeting was to specify practical measures aimed at promoting the sustainable economic growth of the participating countries and expanding interstate trade and economic relations, primarily through investment activities, taking into account their general aspects and special national realities and requirements. In this context, the Federal Chancellor focused on the key areas of joint cooperation, voicing a number of specific proposals.
Next, the floor was given to the heads of delegations of the Central Asian states.
In turn, the National Leader of the Turkmen people expressed gratitude to Federal Chancellor Olaf Scholz for the invitation to visit Germany and the conditions created for productive and successful work. It was emphasised that the initiation and holding of the meetings would be a significant milestone in the development of cooperation between the states of Central Asia and Germany.
Hero-Arkadag Gurbanguly Berdimuhamedov continued that our world was in a zone of political, economic and humanitarian turbulence. Climate change, food security and other challenges are also of particular concern. Solving these and other issues of our time requires from each state to take a responsible approach and to actively participate in the global dialogue to discuss pressing problems. In this regard, the timeliness and positivity of creating the Central Asia + Germany format at a high representative level was noted.
Moving on to specific issues on the agenda, the National Leader of the Turkmen people focused on a number of key topics.
The first issue to be identified was security, which, being a basic need for the life of any society, requires an integrated approach. Its main pillars are the factor of indivisible security and equal interaction through dialogue. At the same time, the main role in ensuring security should be given to the United Nations, the Hero-Arkadag said, noting that Turkmenistan’s proposal to develop a Global Security Strategy based on UN norms and principles and voiced during the plenary meeting of the 78th session of the General Assembly, was aimed at developing such an algorithm.
Regarding the regional situation, the Chairman of the Halk Maslahaty highlighted the importance of effective cooperation among the Central Asian countries, as stated in the joint statements adopted at the Consultative Meetings of the Heads of State of Central Asia.
The second area is the creation of conditions for economic development. The most pressing issues here are the provision of energy resources, the creation of transport connectivity, the solution of water and food issues, the synergy of scientific and technological progress with industrial sectors and effective financial and investment mechanisms.
We were interested in implementing specific projects with European partners regarding the export of our energy resources, products of the petrochemical and textile industries and agriculture and other goods, the National Leader of the Turkmen people continued confirming the readiness to promote the import of high-tech products from Germany, the influx of capital and the obtaining of technological and digital competencies in the industrial, scientific and vocational education fields.
To solve these and other problems, the need to use the powerful potential of Central Asia as a transcontinental transport and transit hub and the importance of such interregional projects as TRACECA, the Caspian Sea–Black Sea corridor and others were stated.
Touching upon the topic related to energy flows, Hero-Arkadag Gurbanguly Berdimuhamedov emphasised Turkmenistan, ranking fourth in the world in terms of natural gas resources, proposed to resume substantive work with European partners on the Trans-Caspian gas pipeline project.
The third direction is ecology and “green transformation”. Based on the fact that the topic of climate change and the introduction of environmentally friendly technologies is at the top of the global agenda, Turkmenistan fully supports the efforts of the world community in this direction, forming the necessary legislative framework, making efforts to introduce low-carbon technologies and carrying out work to join the Global Methane Pledge.
Among the promising vectors within the framework of the “green” economy, the implementation in our country of projects for the production of hydrogen from natural gas is being considered. Today, about 70 per cent of the world’s production of this energy carrier comes from gas, and this is the most effective way to obtain it in terms of financial and material costs.
In the context of carrying out active work on “environmental” challenges, the Chairman of the Halk Maslahaty said, we remained committed to the provisions of the Joint Declaration on cooperation between the countries of Central Asia and Germany in the field of climate and security, adopted in Berlin in January 2020.
Confirming their readiness to continue to support projects agreed upon within the framework of the Berlin process, taking into account new regional initiatives, Hero-Arkadag Gurbanguly Berdimuhamedov focused on Turkmenistan’s proposals to establish a Regional Centre for Technologies Related to Climate Change in Central Asia in Ashgabat and to develop the Caspian Environmental Initiative.
The fourth direction is the cultural, social and humanitarian spheres, which are considered rather topical in an age of growing challenges, a lack of trust and a crisis in the culture of dialogue. Learning each other’s languages, acquainting with the unique culture and history of our peoples, promoting human contacts and sharing knowledge – all this brings invaluable benefits.
In this regard, having proposed to consider the possibility of developing a medium-term Plan for the development of cooperation between the countries of Central Asia and Germany in the field of culture and archaeology, the Chairman of the Halk Maslahaty confirmed the readiness of Turkmenistan for partnership on that track with German organisations, including the Prussian Cultural Heritage Foundation, the Goethe-Institut and the New Museum of Berlin.
In conclusion, the National Leader of the Turkmen people once again expressed gratitude to the Federal Chancellor for the warm welcome and excellent organisation of the visit.
As part of the exchange of views, it was stressed that bold in scope and promising joint projects, which would become the locomotive of economic interaction, would help strengthen the fruitful cooperation in the Central Asia + Germany format. Search for new horizons for partnerships, primarily in the trade sphere, the transport and transit sector, in the fields of optimising and expanding energy supplies and laying new communications, among others, will give an impetus to the six-party interaction and will strengthen the foundation of the relations among states.
At the end of the meeting, a joint photographing ceremony took place against the background of the official banner of the Summit and the State Flags of the countries participating in the Central Asia + Germany format.
